On February 19, 2015, Ambassador Stephanie Sullivan visited Pointe-Noire to support the donation of 1,870 tons of food, as part of the International Partnership for Human Development (IPHD) school lunch program that is active throughout the Congo. Ambassador Sullivan was joined by IPHD Director Christian Balan, and Minister of Education Hellot Matson Mampouya.

After the donation ceremony, Ambassador Sullivan, Minister Mampouya, and Director Balan visited Felix Tchicaya Primary School in downtown Pointe-Noire, one of the schools that receives assistance from the school lunch program. The visit included meeting with students, the school director, and the women who cook the food for the school lunches. Ambassador Sullivan was excited to hear about the new cleaner and safer cook stoves they are using at the school to prepare the lunches and hopes these stoves can be expanded to more schools in the Congo.
